HOUSTON — A Houston Police Department Lieutenant faces charges of online solicitation of a minor after investigators discovered a series of sensitive messages and images sent to someone he believed was a fifteen-year-old girl. This person was actually an undercover agent involved in an online crime sting operation.
The suspect has been identified as Quocviet Ky Ngo, fifty, who worked at the Hobby Airport unit. He was arrested as part of an operation targeting online predators and has been relieved of duty.
A search warrant revealed that Ngo used an undisclosed app, under the username “CoolTown,” to communicate. According to investigative records, the messages included numerous sensitive questions and suggestions, a characteristic common among those targeting minors for grooming. Authorities stated the suspect also sent personal photos, which were later cross-referenced to confirm his identity.
The situation escalated when the suspect arranged an in-person meeting. He allegedly showed up at the meeting location in an unmarked department vehicle and was arrested on the spot, similar to many previous cases of attempting to meet minors online. The suspect was even handcuffed with his own cuffs.
Upon searching the vehicle, investigators found candy, condoms, a duty belt, and alcoholic beverages.
Defense attorney Dick DeGuerin rejected the allegations, calling it a “setup” and asserting his client’s innocence.
Although no actual minor was involved in this case, experts warn that real-world risks remain high. A representative from the Children’s Assessment Center of Houston stated that predators often exploit psychological vulnerabilities to reach victims, much like in cases of inappropriate relationships with students condemned by society.
The next court hearing is scheduled for May 21.
