1.1 Million Square Foot Mall Ordered to Close

Moreno Valley city officials ordered the closure of a significant portion of the Moreno Valley Mall after fire inspectors identified numerous serious safety violations that posed life-threatening risks in the event of a fire.

The 1.1 million-square-foot mall was "red-tagged" because its owner, IGP Business Group, failed to correct previously identified deficiencies. Common areas and interior stores are considered unsafe. Three anchor tenants – Macy's, JCPenney, and Harkins Theatres – continue to operate as they are located in separately owned buildings with independent fire safety systems and exits.

Hundreds of Safety Violations

The city stated that the mall failed to provide mandatory inspection, testing, and maintenance records for its sprinkler systems, fire alarms, smoke control, fire doors, and emergency lighting. Inspectors also noted blocked exits, damaged fire doors, and electrical issues that could endanger evacuations. Officials warned of the risk of chaos in the event of a power outage or fire.

Councilmember Elena Baca-Santa Cruz said there were "hundreds of violations," with nine serious enough to prevent reopening. The city emphasized that these issues were highlighted prior to the closure order and will remain in effect until fully resolved.

Recent Security Incidents

This move follows several recent security incidents at the mall, including the fatal shooting of a 16-year-old outside on New Year's Eve and multiple brawls in 2023 that led to temporary closures. Moreno Valley, a city of approximately 214,000 residents in Riverside County, recorded 583 violent crimes and 3,568 property crimes in 2024, according to NeighborhoodScout data.

Local authorities have not yet announced a reopening date.
